North Korea has indicated that it will launch a satellite sometime between February 8-25, a United Nations agency said Tuesday — a launch that has drawn American concerns because of the rocket to be used.

North Korea told the International Telecommunication Union on Tuesday that it intends to launch an Earth observation satellite, ITU spokesman Sanjay Acharya said. The ITU registers all satellite transmission frequencies to ensure there is no cross-satellite interference.

The launch could raise international tensions. U.S. officials have said the same type of rocket that would put the satellite into orbit could be used on a different occasion as an intercontinental ballistic missile.

A US university student has been arrested in North Korea for “perpetrating a hostile act against the DPRK,” according to Pyongyang’s Korean Central News Agency (KCNA).

 

University of Virginia student Otto Warmbier is accused of entering North Korea under the “guise of a tourist” with intentions to bring down the foundations of the country at the “tacit connivance of the US government and under its manipulation”, according to the state news agency.

Otto Frederick Warmbier, 21, of the University of Virginia, was in North Korea for a five-day New Year trip and was detained at Pyongyang airport on Jan. 2 ahead of a flight back to China, said Gareth Johnson of Young Pioneer Tours, which organized the visit.

According to the North’s official KCNA news agency, Warmbier entered North Korea as a tourist and “was caught committing a hostile act against the state”, which it said was “tolerated and manipulated by the U.S. government”.

The U.S. State Department, in a statement, said it was aware of reports that a U.S. citizen had been detained in North Korea but gave no other details, citing privacy concerns.

North Korea has unleashed around a million propaganda leaflets by balloon on its Southern neighbor and enemy, with some of the materials even managing to reach Seoul.

The barrage of leaflets landed on South Korean territory since the night of January 12, when the North was detected launching plastic balloons, presumably carrying fliers, the South Korean Defense Ministry reported.

“Since the first related news report, the North Korean military is spreading leaflets on almost a daily basis,” Defense Ministry spokesman Kim Min-seok said at a press briefing. The leaflets are landing dozens of kilometers away from the border, even reaching Seoul and its neighboring areas, he added.

There are at least four different types of flyers. The leaflets criticize South Korean President Park Geun-hye and her administration’s decision to resume anti-North propaganda broadcasts through loudspeakers along the border.

North Korea has set out a series of demands to end nuclear testing. Pyongyang wants a peace treaty to be signed with the US, but also wants Washington to stop conducting military drills with neighbor South Korea.
